Melbourne Beaches with Year Round Dog Off-Leash Access
Spread around the bay are a number of beaches which have 24 hour, all year round dog off-leash access.
These beaches are:
Wyndham council area
Campbell's Cove Beach (Campbell's Cove)Campbell's Cove Beach foreshore from the eastern edge of the car park at the end of the boat sheds to the boundary fence of the Point Cook RAAF base which is a distance of 250m.

Hobsons Bay council area
Altona Dog Beach (Altona)There is an off-leash oval and grassy reserve running beside a 650m long shallow beach. When the tide is in there is a fairly narrow strip of sandy beach but when the tide is out there are huge expanses of wet sand to run across and the water is always quite shallow.

Port Phillip council area

220m long eastern section of the beach between the rock groyne opposite Barak Road (2nd groyne from Sandridge Beach) and the rock groyne opposite Cumberland Road (3rd groyne from Sandridge Beach).

240m long section between Port Melbourne Yacht Club and Lagoon Pier.

St Kilda West Beach / St Kilda Harbour (St Kilda)
Apart from the environmentally sensitive area of the West Beach sand dunes (opposite Cowderoy Street) where dogs are prohibited, dogs are allowed on the 1.1km stretch of beach between Langridge Street and St Kilda Pier at all times.

St Kilda Beach (St Kilda)
At the southern end of the beach between Brooks Jetty and the northern end of the car park towards St Kilda Marina (350m long).

Bayside council area
Sandown Street beach (Brighton)A fully fenced beach area between Bay Street and Sandown Street (480m long). There is a large triangular sandy area jutting into the bay.

A 550m stretch located south of Hampton beach.

Beaumaris Yacht Club Beach (Beaumaris)
A 800m stretch of beach between McGregor Avenue ramp (opposite 365 Beach Road) and the disabled Divers ramp at the southern end of the Beaumaris Yacht Club car park (opposite 402 Beach Road).

Kingston council area
Mentone Beach Dog Off Leash Area (Mentone)The 500m long western part of Mentone beach (between Charman Road and Plummer Road) is a 24 hour dog off leash zone on the sand only, but not on the path.

Mornington Peninsula council area
Royal Beach (Mornington)Steep stairs lead down from opposite the Royal Hotel to a 190m long, shallow pebble and sand beach.

Fosters Beach (Mornington)
Access via walking track, opposite #630 The Esplanade where there is a free gravel parking area. The 80m long beach is accessed via a walking track which is also used for access to Fossil Beach (there is a branch to the north to reach Fosters Beach. This beach is very isolated.
Fossil Beach (Mornington)
From opposite #630 Esplanade there a car park and a fire access road which leads down to the beach. To the north there is a long sea-wall and to the south there is an extremely rocky beach with almost no sand. This beach is also isolated.
Hawker Beach (Mount Martha)
There is a steep fire access track down to the beach from the Esplanade (opposite Helena Street). The 200m section of beach and water for dogs has a lot of rocks and at the southern end of the beach are a long row of beach huts where dogs must be on-leash.

Tassells Cove (Safety Beach)
A lovely little beach about 180m long which has shallow water and a sandy beach. The beach is backed by cliffs and some colourful beach huts. This is rightly a very popular beach for dogs and you won't find people coming here just to swim. The car park which can hold about 25 cars can get busy at times.
Unless you know the layout of the land, it can be tricky to find the way into the car park beside the beach. The moral is to check out Google maps before you arrive. Just to the north of where the road goes under the canal, Bruce Road joins Marine Drive from the east. If you follow Bruce Road for a short distance, you'll see a road opposite Oban Road also called Marine Drive heading to the south. Take Marine Drive past some houses and it will lead down to the car park for Tassells beach.

Flinders Beach (Flinders)
There is a stretch of long sandy beach which extends for 2km from Dodds Creek beach, along Mornington Park beach to Manton Creek beach. This is a great area for dogs to explore, especially during low tide when rockpools are exposed.
There are a number of access points. Near #1 The Esplanade, Flinders there is a small car park where a steep path leads down to the southern end of Dodds Creek beach. Another path leads to the northern end of Dodds Creek beach from #1 Spindrift Avenue, Flinders. Alternatively, you can park near the Flinders Jetty and walk 500m along the beach to reach Dodds Creek beach.

Somers Beach (Somers)
There is 200 metres of sandy beach, east from the bottom of the "hundred steps" wooden staircase which leads down to the beach from the carpark where dogs are allowed off leash without restriction.
